“İmece (Collaboration) Circles” Project of Dr. Hayal Köksal took place within the first 22 award-winning projects out of 725, in 2005 World Bank Innovative Ideas for the Improvement of Turkey. Dr. Koksal has been teaching, leading and publicising the methodology since 2001 and has improved it as the years passed by to the conditions and goals of Turkish educational system. Now, almost 3,000 İmece Circles (SQCs) Projects were prepared by different schools and student teachers. Thus, students have learned how to manage conflict, meeting, time and a portfolio and how to work with a team. It is approved by many educators and teachers that it is one of the best methods of applying the new Constructivist curriculum of Turkey. It is based upon PDCA (Plan, Do, Check, Act) Mindset and quality philosophy. It is the main tools of ICT Seagulls Project and also the courses of Dr. Köksal.

The program was localized and coordinated by Dr. Hayal Köksal. After the approval of the Program by the authorities, a protocol (21 March 2007 dated, 4666 numbered) was signed by the leading directors and it started with various teachers from every city of Turkey.
The Microsoft Turkey’s Innovative Teachers Program has been localized after the long and dedicated work of Dr. Köksal on different sample cases of the program (in London, Budapest and Stockholm) since 2004 and it was adapted to the elementary and secondary school curriculums. The prepared program, including an e- book and CD (of 600 slides) was applied to 2 different pilot groups of Teachers within the Beşiktaş District in 2006 and the necessary modifications were done. On 25 March 2006, the first Turkish Innovative Teachers Forum was organized and a Turkish teacher won the second best award of “Collaboration” during the World Innovative Teachers Forum in Philadelphia, USA. 2007 trainees were trained in Mersin, Rize and Yalova within the in-service Training Institutions of the Ministry with the collaboration of Educational Technologies Department of the Ministry of Education. 100 primary and secondary teachers got 32-hour training about the use of ICT in their courses. On 28th September, 2007 Turkey Forum was realized at Marriot Hotel in İstanbul. The ones who were selected as the best ones represented Turkey on 14th Nov., 2007 in Helsinki where the Worldwide Forum was held. Later on, two Peer-coaching programs were organized in Erzurum and Rize. Thus, out of 100 Innovative Teachers, 43 Peer-coaches and facilitators were trained. Along with their principals, coach innovative teachers designed their own Peer-Coaching Programs. After that step, the Program was handed in the Ministry of Education by Köksal. On the other hand, the mother of the “Turkey’s Innovative Teachers Program”_ Hayal Köksal_ goes on her hard work with the pre-service education program of teachers. ELEA was founded in 1995 to provide a professional umbrella for teachers of English working in Turkey. Dr. Hayal Köksal was one of the founders of it. Later on she founded the Special Interest Group: Quality in ELT (Q-ELT) and worked as the coordinating president of it. Between 1999 and 2004 she organized 12 “Sharing & Caring Meetings” for ELTers in different Universities of Turkey with the collaboration of Boğaziçi and Işık Universities. Especially, native instructors of those universities took part in those activities to inform teacher trainees of that field. They gave seminars at Bolu, Adana, Kocaeli, Bursa Universities and also Irmak Schools. Even though she has been a passive member for some years, she is a continuous member of it. She graduated from Izmir Teachers’ Training College in 1976 which might be considered an off-spring school of village institutions. She is aware of the philosophy and quality of Village Institutions which were established with the order of great Atatürk to improve the villages and villagers. They were the schools of Enlightenment Period of Turkish Republic. The educational level of those schools was very high. They lived only for 10 years and the 17.125 graduates were very high quality citizens. They used to read 25 classical novels every year. They were playing musical instruments and they were learning by doing. Being aware of the importance of those schools, Dr. Köksal wanted to work more about them and also she wanted to introduce the philosophy of those schools to teacher trainees through a project.
In 2003, she participated in the foundation of an NGO named the “Association for Researching about Village Institutions and Improving Education (KAVEG)” and she drew the road map of the NGO. Then, in 2006 she took part in the founding members of another NGO about Village Institutions. Its headquarters was in Izmir and its name was: “New Generation Village Institutioners (YKKED)”.For three years she was the vice president of the Istanbul branch. She designed a project for teachers’ trainees and named it: “Introducing the Village Institution Philosophy to Teacher trainees”. Between 2005 and 2011 she conducted it in two educational faculties and acted as the advisor of 35 İmece Circles within the project. It was an awareness creating project. During the Istanbul Convention of WCTQEE (11. ICSQCC), five papers about village institutions were presented and they took part in the Convention Book which was afforded by UNESCO Turkey. Dr. Köksal is going on introducing those institutions and their philosophy to her teacher trainees and inviting some old teachers who graduated from those schools in the past. Some of her students have been interested in those schools and the number of the projects prepared by students is 45. In 2008, during the 11. ICSQCC in Istanbul that team presented their project. The same year, she was invited to the “1st International Convention of the Challenged Students Empowerment “in Mauritius. There she was awarded with “Helen Keller Excellence Award” due to her commitment to the challenged projects. Köksal guided her students within Boğaziçi University for the preparation of an Empathy project and also trained a group of spinal cord paralytics on SQC methodology. Their work took part in the ICT Seagulls Project and was awarded. Those projects mentioned above were collected in a book named “Removing Obstacles through Empathy” by Dr. Koksal and printed by Oki Printing solutions in 2010.
On 16 August 2010, she designed a new project named; “Empowering the Challenged through Leadership Academy” and started it in a nursery home of TOFD with 15 disabled adults. Four İmece circles formed there by Köksal and those circles worked in their projects for 4 months under her guidance. Then, four students from Bilgi University collaborated with them in 2011 ICT Seagulls Project. They won the special “Prof.Dr. Ümit Serdaroğlu Award”. The same group went on with the 2012 ICT Seagulls Project. Their topic is “Social Media and the disabled people”. Dr. Köksal is always leading her students to prepare projects about the disabled in her courses. If one wants to participate in the “2.
